Allows creation of tourism improvement districts within counties, cities, or towns through a petition process requiring signatures from at least 50% of business owners representing more than 50% of projected assessment revenue

Authorizes special assessments on businesses within districts to fund tourism promotion activities and improvements, with assessment methods including percentage per transaction, fixed rate per transaction, or percentage of gross sales

Excludes residential properties (homesteads, single-family homes, and multi-unit housing) from district inclusion and special assessments

Districts may exist for 3-10 years initially, with one renewal period of up to 10 years, and may issue bonds with terms not exceeding 10 years

Requires local governments to contract with a private nonprofit district management association to administer district activities, with annual reporting requirements and a 30-day annual period for business owners to petition for dissolution
