Prohibits homeowners associations from charging fees for statements of unpaid assessments or for record searches, and bars any fees beyond dues or fines expressly identified in governing documents

Limits HOA board authority to adopt budgets without member quorum to 100% of prior year's budget, with new associations (first 5 years) allowed up to 110% and established associations capped at 105% or CPI increase, whichever is less

Prohibits HOAs from banning amateur radio antennas on properties owned, rented, or leased by residents (applies to governing documents adopted or amended after June 30, 2026)

Prohibits HOAs from restricting operation of Class I child care homes in single-family residences where the license holder resides (applies to governing documents adopted or amended after June 30, 2026; excludes age-restricted communities)
