Creates a pilot project allowing homeowners associations in large subdivisions (at least 1,500 lots and 15 miles of private roads) to establish and enforce speed limits and stop sign requirements on their private roads, effective July 1, 2026

Authorizes HOAs to hire off-duty law enforcement officers to enforce state traffic laws on private subdivision roads, requiring the HOA to maintain liability insurance and indemnify officers, the state, and political subdivisions

Exempts local law enforcement agencies from any duty to patrol or enforce traffic laws on private HOA roads, and preserves governmental immunity protections

Requires speed limit signs and stop signs to comply with Indiana Department of Transportation standards, and mandates HOAs notify local sheriffs and police chiefs when establishing speed limits

Mandates a report to the General Assembly by October 1, 2027 on implementation issues, with the pilot program expiring July 1, 2028
