Expands criminal liability immunity for persons who forcibly enter locked vehicles to rescue domestic animals in imminent danger, removing the previous requirement to pay half of vehicle repair costs if specified conditions are met (calling 911, using minimal force, remaining with animal)

Adds theft of a domestic animal as a Level 6 felony regardless of the animal's monetary value, and creates a new sentencing aggravator when an offense results in the death or permanent impairment of an animal

Strengthens animal neglect definitions to require adequate bedding, adequate shelter, unspoiled food, uncontaminated water (frozen water explicitly insufficient), and elevates neglect to a Level 6 felony when 10+ animals are involved

Expands the definition of "torture" to include exposing animals to temperatures beyond their tolerance resulting in pain, suffering, or death, and adds knowingly starving, dehydrating, or suffocating an animal

Elevates harming a law enforcement animal from Level 6 to Level 5 felony when the act results in the animal's death, and adds a defense for individuals acting reasonably to protect themselves from imminent injury by the animal
