Establishes a digital alert pilot program administered by the Indiana Department of Homeland Security to provide grants for technology that notifies motorists of emergency vehicle locations via smartphone apps or in-vehicle navigation systems

Eligible grant applicants include cities, towns, townships, fire protection territories and districts, and volunteer fire departments providing fire, EMS, or law enforcement services

Grants may cover purchase or rental of transponders for emergency vehicles and subscriptions to digital alerting platforms and cloud storage

Creates the digital alert pilot program grant fund, funded through appropriations, federal funds, and donations; requires a federal funding plan by September 1, 2026, including NHTSA roadside deaths prevention grants under 23 U.S.C. 405

Program takes effect July 1, 2026, and expires July 1, 2028; applicants must complete annual defensive driving training as a condition of eligibility
