Expands the Pokagon Indiana Education Fund (effective July 1, 2027) to allow payments to both public and private Indiana institutions of higher learning and workforce development programs for eligible Band citizens' tuition, room and board, and direct education expenses.

Allows school corporation governing bodies to convert existing public schools into charter schools by submitting a proposal to an authorizer, with the option to convert multiple schools and operate them under a single charter; the governing body cannot serve as both the charter authorizer and have an innovation network agreement with the same school.

Permits innovation network charter school organizers to enter into agreements with multiple school corporations and establishes that schools may be located within the geographic boundaries of any partnering school corporation, with administrative fees capped at 1% of tuition support per partnering district.

Requires schools to notify parents within 15 days when a student in kindergarten through grade 8 is determined to be at risk of not achieving grade level proficiency in mathematics, including information about the student's performance, planned interventions, and recommended home resources.

Modifies the complexity index calculations for school corporations with participating innovation network charter schools to account for students residing within each partnering school corporation's geographic boundaries.
