Establishes a 12-member "Access to Counsel in Eviction Task Force" to study Indiana's eviction process and identify funding sources to increase tenant access to legal representation in eviction proceedings

Task force membership includes 4 legislators, representatives from the Indiana Public Defender Council, Indiana State Bar Association, Fair Housing Center of Central Indiana, Indiana Apartment Association, a tenant advocacy group, an eviction court judge, and 2 low-income individuals (earning below 50% of state median income)

Members must be appointed by June 1, 2026, with the first meeting required by August 1, 2026; seven members constitute a quorum for taking action

Task force must submit a report with study findings and policy recommendations, including any proposed legislation, to the legislative council by November 15, 2026

Task force expires December 31, 2026, and takes effect immediately upon passage
