Requires data center users and quantum computing/advanced computing/defense infrastructure network operators seeking state tax incentive certificates to limit project bids and requests for proposals to labor unions or employers with project labor agreements

Amends IC 6-2.5-15-15 to add the project labor agreement requirement as a mandatory condition in agreements with the Indiana Economic Development Corporation

Applies to qualified data centers and facilities involved in quantum computing research, advanced computing, and defense infrastructure networks

Effective date: July 1, 2026
