Amends Indiana's seed law definitions to add terms including "blend," "grower's declaration," "mixture," and "variety name," and updates definitions for "hybrid" seed to require at least 75% hybrid content with controlled pollination standards

Establishes new labeling requirements prohibiting disclaimers that deny required label information, requiring processed seeds be labeled before distribution, and specifying that words on labels may not be abbreviated

Sets inspection fees at $0.30 per 100 pounds for alfalfa, clover, vegetable, and grass seed, and $0.15 per 100 pounds for other agricultural seed, with a $10 minimum per reporting period and penalties of $50 or 10% for late payment

Requires the dean of agriculture at Purdue University to submit annual financial reports on seed fee receipts and expenditures to the governor, legislative council, and budget committee by November 1 each year, with fees expiring if the report deadline is missed

Codifies detailed seed sampling procedures for bulk and bagged seeds, voids 33 existing administrative rules (360 IAC provisions), and takes effect July 1, 2026
