Replaces "certified" ignition interlock devices with "registered" devices and establishes new registration requirements through the Indiana State Department of Toxicology, including detailed technical standards for breath alcohol testing, random retests, image identification, and violation reset capabilities

Transfers fire safety inspection authority from the State Fire Marshal to the Department of Homeland Security for child care centers, child care ministries, child caring institutions, group homes, health facilities, hotels/motels, and fireworks retailers

Removes the Criminal Justice Institute's authority to administer public safety improvement areas in consolidated or second class cities and repeals the related statutory chapter (IC 36-8-19.5)

Eliminates the ignition interlock inspection account previously administered by the Criminal Justice Institute and removes several rulemaking requirements from various agencies

Requires EMS personnel seeking certification to submit to a national criminal history background check, with results released to the commission or Department of Homeland Security
