Amends IC 36-1-12-4 to add new criteria local public works boards may consider when selecting the lowest responsible and responsive bidder for projects costing at least $300,000

Allows boards to award contracts to bidders up to 5% higher than the lowest bid if they meet specific workforce and compliance requirements

Qualifying bidders must commit to employing Indiana residents (defined as 12+ consecutive months of residency) for at least 60% of the total project workforce

Bidders must demonstrate participation in a U.S. Department of Labor-recognized apprenticeship program, E-Verify compliance, prohibition on independent contractors, and submission of certified payroll reports

Effective July 1, 2026
