Exempts retention ponds from Indiana dam regulations under IC 14-27-7.5, effective July 1, 2026

Defines "retention pond" as a manmade basin designed to collect and store surface water in an impervious membrane liner that is not connected to any natural river, stream, or lake

Adds retention ponds to the existing list of exemptions from dam regulations, which already includes certain small structures built for erosion control, livestock watering, recreation, or fish and wildlife habitat

Amends IC 14-8-2-243.5 and IC 14-27-7.5 to incorporate the new retention pond definition and exemption
