Indiana Utility Regulatory Commission (IURC) must conduct a study on the effects of electricity demand from data centers and large load customers on utility costs and retail electric rates for all customer classes

"Large load customer" defined as customers requesting demand exceeding the lesser of 5% of a utility's average peak demand over 3 years or 150 megawatts

Study must evaluate costs for new transmission/distribution infrastructure, potential stranded asset costs if data centers fail to operate as planned, and whether investments could result in cross-class subsidies increasing rates for residential and other commercial customers

IURC may consult with electric utilities, the office of utility consumer counselor, ratepayer organizations, regional transmission organizations, and economic development agencies

Findings must be included in the IURC's annual report due before October 1, 2026, with the bill taking effect immediately upon passage
