Creates a new framework for advanced DNA testing (including DNA forensics, analytics, and genetic genealogy) on cold cases involving homicides, sex offenses, and high-risk missing persons, effective July 1, 2026

Defines "cold case" as a law enforcement investigation open more than 5 years with no pending charges, or a county coroner investigation to identify unknown victims

Allows qualified 501(c)(3) nonprofit entities with at least 5 years of existence to fund advanced DNA testing through memoranda of understanding with law enforcement agencies, with no state funding required

Permits victims, eligible family members, county coroners, and law enforcement agencies to request advanced DNA testing eligibility determinations from qualified entities

Requires testing laboratories to maintain proper chain of custody for evidence and law enforcement agencies to transmit DNA profile information to the state police department
