Prohibits SNAP recipients from purchasing "accessory foods" including energy drinks (65+ mg caffeine per 8 oz), sweetened beverages, soft drinks, corn/potato chips, and prepared desserts (cookies, candy, ice cream, cakes, pies)

Allows SNAP recipients to purchase hot prepared chicken that is not fried or breaded, such as rotisserie or grilled chicken

Exempts milk products, milk substitutes, infant formula, unsweetened fruit/vegetable juices, weight reduction beverages, products recommended by health professionals, and items containing protein with vitamins/minerals

Requires the Office of the Secretary of Family and Social Services to apply for federal waiver by July 1, 2027 if needed, with implementation delayed until waiver approval

Directs the Indiana Department of Health to develop and distribute materials providing guidance on purchasing and preparing healthy foods on a limited budget
