Changes the State Board of Accounts' applicable standards from "accounting" to "auditing" standards, clarifying its role as an independent external auditor of audited entities

Modifies deputy examiner qualifications: one deputy must be a certified public accountant, while the other may be either a certified public accountant or an attorney licensed in Indiana (previously both were required to be CPAs)

Requires at least one deputy examiner to have a minimum of 3 years of experience with the State Board of Accounts at the time of appointment

Maintains existing requirements that the state examiner must be a CPA with at least 5 years of accounting experience including 3 years of single audit experience, and no more than 2 of the 3 board members may belong to the same political party

Declared an emergency measure, taking effect upon passage
