Salary and wage adjustments for Department of Child Services (DCS) employees within established classifications become effective when approved by the DCS director rather than the state budget agency, effective July 1, 2026

Transfers personnel management authority for DCS civil service employees from the state personnel department to the DCS director, including decisions on hiring, promotions, transfers, demotions, suspensions, layoffs, and dismissals

Requires the state personnel director to annually review DCS employee classification and pay plans with the DCS director, but DCS determines how its positions are grouped in the classification plan

Extends the vacant position review period for DCS from 90 days to 120 days before positions may be reallocated or eliminated

Eliminates recall rights for laid-off DCS employees that currently exist for other state civil service workers
