Expands eligibility for nursing program enrollment flexibility to include practical nursing programs, in addition to associate and bachelor's degree registered nursing programs, effective July 1, 2026.

Requires eligible nursing programs to be board-accredited and maintain at least an 80% NCLEX pass rate to qualify for enrollment expansion provisions.

Allows institutions operating an eligible nursing program for at least 5 years to increase enrollment in any eligible nursing program at any rate they choose.

Permits newer nursing programs (accredited after June 30, 2020 and operating at least 1 year) at postsecondary institutions to increase enrollment by up to 100%.

Modifies the process for filling State Board of Nursing vacancies to include both vacancies and term expirations when the Indiana State Nurses Association recommends candidates to the governor.
