Insurers must pay health care providers the full amount due under their agreement, including the patient's cost sharing (copays, coinsurance, deductibles), and assume sole responsibility for collecting cost sharing directly from covered individuals

Insurers are prohibited from withholding cost sharing amounts from provider payments, denying or delaying provider payments due to failure to collect from patients, or requiring providers to offer additional discounts outside their agreement

Upon a covered individual's request, insurers must allow cost sharing to be collected in increments throughout the policy year rather than in lump sums

Insurers cannot cancel a patient's coverage solely for failure to collect cost sharing, and cannot use compliance costs to justify premium increases or reduced provider payments

Insurers must annually certify compliance to the insurance commissioner before December 31, signed by their CEO or CFO; effective January 1, 2027
