Prohibits lobbyists from registering to represent foreign adversary clients or contracting to represent foreign adversaries in Indiana, effective July 1, 2026

Defines "foreign adversary" as China (including Hong Kong and Macau), Cuba, Iran, Russia, Syria, and the Venezuelan regime of Nicholas Maduro, along with their agencies and controlled entities

Defines "foreign adversary client" to include current or former government officials, political party officials, executives, and their immediate family members from designated foreign adversaries

Establishes "control" threshold at 20% ownership of voting interest, board representation, or ability to appoint/discharge personnel

Violators face civil penalties equal to the amount of money received for the prohibited lobbying activities, with penalties deposited into the state general fund
