Defines "water intensive facility" as any facility consuming an average of at least 500,000 gallons of water per day in ordinary operation

Requires the Indiana Finance Authority (IFA), Indiana Economic Development Corporation (IEDC), and local units to notify the serving water utility before approving bids, granting job creation incentives, or providing financing for water intensive facility projects

Water utilities must submit a service plan within 30 days addressing how they will reliably meet both ordinary and peak water demand and ensure incremental supply costs are allocated to and paid by the facility

Prohibits approval of economic development projects involving water intensive facilities unless the reviewing authority determines the water utility's plan adequately ensures reliable service and proper cost allocation
