Expands sex offender registry requirements to include persons designated as sex offenders in other jurisdictions who would be subject to registration if they resided, worked, or owned property in that jurisdiction, and adds convictions for failure to register as a sex offender in any jurisdiction

Creates a reconsideration process allowing persons required to register based on out-of-state designations to petition the Department of Correction for review, with written rulings required within 30 days

Extends the "missing child" definition to include high risk missing persons and expands silver alert program coverage to include missing children alongside missing endangered adults

Applies child sex abuse material custody and inspection rules to civil proceedings in addition to criminal proceedings, ensuring material remains in state or court custody while allowing inspection by parties and experts
