IN HB1305

Authorizes the Indiana Inspector General to receive complaints alleging violations of the Indiana grain buyers and warehouse licensing and bonding law by the director of the Indiana Grain Buyers and Warehouse Licensing Agency

Reorganizes the administrative process for grain shortages by replacing formal "hearings" with "preliminary meetings" and "claims meetings," and adds new sections (IC 26-3-7-15.1, 15.2, 15.3) detailing procedures for investigating shortages, notifying parties, and determining claims

Requires grain purchase contracts (except flat price or seed production contracts) to include a mandatory notice warning sellers about risks and instructing them to contact the agency director in writing if the licensee cannot fulfill the contract

Mandates that administrative law judges award reasonable attorney's fees to claimants who submit a petition for review in certain administrative adjudications under the grain buyers and warehouse licensing law

Repeals IC 26-3-7-16.5 (the existing consolidated grain shortage and claims hearing statute) and redistributes its provisions across the new sections, with an effective date of July 1, 2026
