School corporations, public schools, and state educational institutions are prohibited from using public funds to hire registered lobbyists or pay nonprofit associations that employ lobbyists to lobby the General Assembly, with violations enforceable through civil lawsuits by Indiana taxpayers or residents

School employers are barred from deducting union dues, fees, or assessments from employee wages to pay school employee organizations, effective for contracts entered into or modified after June 30, 2026

School corporations cannot convert scheduled instructional days to virtual instruction due to planned or coordinated teacher absences for protests, demonstrations, or political advocacy events, with violations resulting in state tuition support reductions for each day

Employees and governing body members may still provide information to legislators, testify before committees, and advocate on legislation without registering as lobbyists, with reimbursement for direct travel expenses permitted

Effective date is July 1, 2026, with existing collective bargaining agreements grandfathered until renewal or modification
