State Board of Accounts must conduct an audit of the Indiana Utility Regulatory Commission (IURC) every three years beginning in 2026, covering funds, accounts, financial affairs, and compliance matters, with reports due to the General Assembly by November 1

IURC must conduct a mandatory forensic audit of any investor-owned utility (electric, natural gas, water, or wastewater) that files or has pending a base rate case after December 31, 2025

IURC may conduct discretionary forensic audits of public utilities with good cause during examinations, inquiries, or investigations, including at the request of the utility consumer counselor

Forensic audit scope includes examining account accuracy, specific transactions, interviewing utility personnel, and reviewing lobbying, legislative, and political activities including expenditure amounts and recipients

Upon audit completion, IURC may order utilities to correct unjust or discriminatory practices and refer suspected criminal activities to law enforcement; audit expenses are charged per IC 8-1-6 provisions
