Indiana Department of Transportation must establish electronic or nonmanual tolling as the sole method for charging and collecting toll road user fees, effective July 1, 2026

Toll roads constructed after June 30, 2026 must use electronic/nonmanual tolling from the start; existing tollways must fully implement the program by December 31, 2027

Public-private agreements between the Indiana Finance Authority and toll road operators entered into, renewed, or amended after June 30, 2026 must require electronic/nonmanual tolling within two years of the agreement

Permitted electronic collection methods include automatic vehicle identification systems, electronic toll collection systems, GPS, and photo/video-based toll collection

Manual toll collection (such as staffed toll booths) would be eliminated as a collection option under this legislation
