Requires the Indiana Department of Education to submit a report to the General Assembly by October 1, 2026, in collaboration with the Indiana Department of Health, Department of Child Services, and Family and Social Services Administration

Report must include data on students using excess cost funds for residential placement and what public schools (including charter schools) pay annually to access state funds

Report must document school expenditures above state funding for developmental preschool and costs associated with special education students receiving homebound instruction

Report must detail costs (including transportation and interpreter fees) incurred by schools for students eligible for the Indiana School for the Blind and Visually Impaired or Indiana School for the Deaf who choose not to enroll in those schools

Provision takes effect July 1, 2026 and expires January 1, 2027
