Establishes the Indiana Emergency Efficiency and Resilience Task Force with 10 voting legislative members (5 senators, 5 representatives) and 5 nonvoting executive branch representatives from DNR, IDEM, Emergency Management, INDOT, and Agriculture

Task force must conduct a gap analysis of Indiana's disaster resilience efforts, including review of current initiatives and assessment of data gaps on precipitation patterns, stream flows, and flood risks

Study required on whether Indiana should establish a state resilience office or chief resilience officer, including review of how other states have implemented similar positions

Task force must assess water management roles within DNR and IDEM to align responsibilities, consolidate processes, and improve operational efficiency

Written report with findings and recommendations due to the legislative council by December 1, 2026; the task force expires December 31, 2026
