Urges the Legislative Council to assign a study committee during the 2026 interim to examine whether county executives should be required to publish proposed district boundaries and hold public hearings before adopting redistricting ordinances.

Directs the study to examine requirements for how county commissioner districts should be comprised.

Calls for specific consideration of redistricting processes for mid-size counties with populations between 450,000-700,000 or between 185,000-300,000.

Effective July 1, 2026, with the study provision expiring July 1, 2027.
