Establishes a public prosecution fund administered by the Indiana Prosecuting Attorneys Council to reimburse counties for deputy prosecuting attorney salaries (up to 27.5% of the elected prosecutor's salary) and fringe benefits (up to $15,140)

Creates a new prosecuting attorney compensation fee: $10 for most civil actions and small claims filings, and $50 for criminal convictions, pretrial diversion, or deferral program cases

Deposits all prosecuting attorney compensation fees into the state general fund

Counties with a "noncompliant prosecuting attorney" (as determined by the review board) are ineligible for reimbursement from the public prosecution fund
