Doubles supplemental wagering tax payments from Gary riverboats to the Northwest Indiana Regional Development Authority—from $437,500 to $875,000 quarterly for Gary's funding obligation, and from $218,750 to $437,500 quarterly for Lake County's obligation

Redirects up to $500,000 monthly (July through April each fiscal year) from Gary's share of riverboat tax revenue to the Lake County Economic Development and Convention Fund to satisfy Gary's funding obligation to the development authority

Legalizes and validates all bonds, notes, leases, and other financial obligations issued by the Indiana Finance Authority, the development authority, and the Lake County Convention Center Authority under resolutions adopted before February 28, 2026

Changes when the Lake County Convention Center Authority is established—from upon approval of the development proposal to when construction is substantially completed and the facility can be used for its intended purpose

Requires convention center authority members to be Indiana residents and prohibits attorneys in active standing from serving; assigns Lake County commissioners to administer the convention center reserve fund until the authority is established
