Requires each Indiana county to adopt an agricultural resource area ordinance by January 1, 2027, allowing landowners with 5+ acres of farmland to voluntarily enroll their property for a minimum 10-year term with automatic renewal

Establishes a 3-member agricultural resource area commission in each county to review applications and make recommendations to county commissioners, with application fees capped at $500

Prohibits eminent domain without landowner consent and non-agricultural rezoning for land within agricultural resource areas; requires written disclosure to buyers of adjacent land about these protections

Authorizes counties to offer property tax deductions of up to 15% on assessed value for land in agricultural resource areas, with landowners in these areas receiving priority for future agricultural funding

Creates a 6-member Farmland Advisory Board to advise the Indiana Department of Agriculture on conservation easements and authorizes the department to receive donated agricultural conservation easements
