Establishes a statewide trauma registry requiring hospitals, trauma centers, rehabilitation hospitals, and EMS providers to submit trauma care data quarterly to the Indiana State Department of Health, with penalties including loss of trauma center designation for non-compliance.

Updates hospital financial reporting requirements, changing the deadline to October 1 following the fiscal year end and imposing a $10,000 per day fine for late submissions to be deposited into the payer affordability penalty fund.

Revises infectious waste handling regulations by codifying definitions, containment requirements, labeling standards, and transport procedures directly into statute, while voiding existing administrative rules (410 IAC 1-3 and 410 IAC 34).

Expands standing order authority to allow pharmacists to dispense tobacco, vaping, and nicotine cessation products (previously limited to smoking cessation) and broadens epinephrine references from "auto-injectable" to general "epinephrine" throughout the code.

Requires Indiana medical schools to include nutrition education in their curriculum and mandate rural health rotations for medical students by July 1, 2030.
