Indiana Bureau of Motor Vehicles must apply a unique background color to driver's licenses, learner's permits, and identification cards issued after December 31, 2026, to individuals who are lawful aliens or who are not registered to vote at the time of issuance

All other aspects of these color-coded credentials must remain identical to standard licenses, permits, and identification cards issued by the bureau

Within 30 days of receiving a completed online voter registration from someone who previously received a color-coded credential, the bureau must notify that individual they are eligible for a new standard credential

Effective date: July 1, 2026
