• Creates the Indiana Soybean Market Development Program administered by the Indiana Soybean Alliance (ISA), imposing a 0.5% assessment on net market price of soybeans sold in Indiana, with organic farmers exempt under National Organic Program rules.

• Creates the Indiana Pork Market Development Program administered by the Indiana Pork Producers Association (IPPA), imposing a $0.35 per $100 market value assessment on porcine animals and pork products sold in Indiana.

• Both programs apply only if federal assessment programs under the Soybean Promotion, Research, and Consumer Information Act and Pork Promotion, Research, and Consumer Information Act are not operating.

• Requires 80% of pork assessment funds to carry out functions of the National Pork Board if it is no longer operating, and requires ISA to use at least 50% of soybean funds for collaborative projects with universities, states, and organizations having regional, national, or international impact.

• Effective July 1, 2026; establishes governance structures including elected board members from geographic districts, producer refund procedures within 180 days, and enforcement mechanisms for assessment collection.
