Qualified organizations may conduct "contest based raffles" as a new type of charity gaming, where raffle winners are determined by the outcome of a specific event or contest rather than a random drawing

Sport horse competitions are specifically authorized as eligible events, limited to 12 horses maximum, including Indiana-bred thoroughbred, standardbred, or quarter horses in racing/harness racing, or retired horses in jumping events at local events, county fairs, or the state fair

Tickets must be sold serially with the number of available ticket numbers matching the number of contestants, ensuring approximately equal distribution among patrons for each contestant number

Prize is awarded to all patrons holding tickets matching the winning contestant's number and must be divided equally among all winning ticket holders
