Municipally owned utilities must provide at least 60 days written notice to landowners before making a purchase offer when extending water or wastewater mains outside municipal boundaries or existing service territory, effective July 1, 2026

Landowners and county plan commissions have 30 days after receiving notice to request a meeting with the utility, which must then offer to meet within 30 days of the request

Utilities must post project information on their website (if applicable) and notify the county plan commission, including proposed boundaries, expected completion date, and contact information

Exemptions apply to temporary easements, condemnations needed for public health or safety, and utilities owned by consolidated cities

Beginning in 2027, the Indiana Utility Regulatory Commission must include in its annual report any project delays, complaints, or disputes arising from these requirements
