IN SB0008

Amends the threshold for binding fiscal body review of public library budgets from exceeding the maximum levy growth quotient minus one to equal to or more than 50% of the maximum levy growth quotient

Applies to public libraries whose governing bodies are not comprised of a majority of elected officials

Requires libraries meeting the threshold to submit proposed budgets and property tax levies to the applicable city, town, or county fiscal body before September 2

Fiscal bodies may reduce or modify but not increase the proposed library budget or tax levy

Effective July 1, 2026
