Prohibits the Indiana General Assembly from establishing or modifying state house districts, senate districts, or congressional districts outside of the first regular legislative session immediately following the U.S. decennial census

Removes a temporary provision specific to the 122nd General Assembly (2021) regarding redistricting commission formation deadlines

Preserves the existing backup redistricting commission process if the legislature fails to adopt congressional districts or if the state lacks a valid congressional district law

The redistricting commission consists of the House Speaker, Senate President Pro Tem, chairs of apportionment committees, and a fifth member appointed by the governor from the General Assembly

Declared an emergency measure, taking effect immediately upon passage
