Early learning advisory committee must establish and publish kindergarten readiness indicators by July 1, 2027, covering skills and behaviors from birth through age 5 across six developmental domains including literacy, mathematics, physical health, and behavioral well-being

Indicators must be published on a single website page titled "Kindergarten Readiness Roadmap" with printable one-page summaries for each age band (birth-1, 1-2, 2-3, 3-4, and 4-5 years)

Department of Education, Office of Early Childhood and Out of School Learning, and Indiana Department of Health must display prominent links to the roadmap on their websites, including maternal/child health, WIC, and home visiting pages

Indicators must be neutral regarding specific curricula, ideology, or commercial products, and written in plain language for families, educators, and caregivers

Implementation must use existing staff, resources, and technology without creating new standalone programs or duplicative materials
