Licensed owner of the Rising Sun riverboat may relocate gaming operations to a casino in Allen County or Fort Wayne with commission approval, requiring at least $500,000,000 investment in casino and nongaming amenities

Relocation requires letters of support from the mayor of Rising Sun and either the mayor of Fort Wayne or Allen County commissioners, plus a $25,000,000 relocation fee paid in two installments

Licensed owner must pay $50,000,000 fee if selling or transferring the license within 10 years of relocation approval, with proceeds deposited in the state general fund

Tax revenue from the new casino would be distributed with 60% to Allen County and local municipalities by population ratio, and 40% to a newly established Allen County-greater Fort Wayne community recovery fund for mental health, homelessness, and addiction services

Effective July 1, 2026, with no new gaming license permitted for Ohio County after relocation occurs
