Establishes an 11-member Guardianship Code Revision Task Force effective July 1, 2026, to study recodification of Indiana's guardianship laws (IC 29-3), increase procedural protections for minors and adults in guardianship proceedings, and update terminology to use people-first language; task force expires December 31, 2027.

Increases the threshold for paying debts or delivering property to a minor without guardian appointment from $10,000 to $25,000, with payments going directly to a caretaker or custodian under IC 30-2-8.5.

Expands options for custodians to transfer custodial property without court order to include 529 education savings accounts, qualified disability trusts, pooled trusts for individuals with disabilities, and ABLE accounts; prohibits custodians from using custodial property to satisfy their own legal support obligations to the minor.

Clarifies rules for powers of appointment in trusts, specifying that subsequent powers or nonvested property interests created through exercise of an earlier power are considered created at the time of the earlier power's creation, unless the instrument explicitly provides otherwise.

Exempts written agreements between residential property owners and family members, attorneys-in-fact, health care representatives, or guardians regarding property maintenance from residential real estate service agreement regulations under IC 32-28-15.
