Prohibits wage garnishment for health care debt for individuals earning 200% or less of the federal poverty level, and limits garnishment to 10% of disposable earnings above that threshold for higher earners

Requires hospitals to offer payment plans spanning at least 24 months with monthly payments capped at 10% of gross household income and interest rates not exceeding 3% annually for patients below 400% of the federal poverty level

Mandates hospitals to provide written notice of charity care programs at intake/discharge, post notices in emergency and admissions areas, and include financial assistance information on billing statements

Authorizes the Indiana Attorney General to enforce health care debt protections and establish a complaint process for violations by medical creditors or debt collectors
