Authorizes new three-way alcoholic beverage permits for on-premises consumption in additional Indiana municipalities: Schererville (3 permits), Lafayette (3 permits), West Lafayette (2 permits), Michigan City (8 permits within transit development district), Delphi (2 additional permits), and Bloomington (2 permits)

Sets initial permit cost at $40,000 for all new permits, with applicants required to operate restaurants in designated economic development areas, redevelopment districts, or downtown revitalization areas

Prohibits permit transfers to different premises and requires permits to revert to the commission with no refund if business operations cease for more than 6 months

Allows municipalities to require permit holders to enter formal written commitments as a condition of eligibility through local ordinance

Declares an emergency, making the act effective upon passage
