Fixed syringe/needle exchange sites prohibited within 1,000 feet of public schools, nonpublic schools, licensed child care centers, and religious worship buildings, unless the facility operator provides written approval

Syringe exchange programs must now operate on a strict one-for-one basis, providing only one sterile syringe/needle in exchange for each used one returned

Program participants must be residents of the continuum of care region where the program is located (or Marion County/contiguous counties for Marion County programs) and present valid identification

Qualified entities operating syringe exchange programs are prohibited from providing chemical reagents or precursors used in drug manufacturing

The syringe exchange program chapter expiration date is extended from July 1, 2026 to July 1, 2031, with the act taking effect immediately upon passage
