Establishes a downtown district in Indianapolis bounded by West, North, East, and South Streets, plus Victory Field, Lucas Oil Stadium, Military Park, American Legion Mall, and the U.S.S. Indianapolis National Memorial, effective January 1, 2027

Transfers law enforcement responsibility for the district to the governor after December 31, 2026, with Indiana State Police providing all services if no mutual assistance agreement is reached with the city

Creates a governor-appointed special prosecutor with primary jurisdiction over crimes committed in the district, serving four-year terms beginning January 1, 2027, with the Marion County prosecutor having secondary jurisdiction

Requires the state treasurer to deduct all state costs for law enforcement and the special prosecutor's office from local income tax distributions and other state revenues that would otherwise go to Indianapolis

Authorizes the governor to employ state police officers and provide office space and staff for the special prosecutor, subject to funding availability
