Establishes affordability as the most important attribute of electric utility service that must be considered in decisions about Indiana's electric generation resource mix, energy infrastructure, and ratemaking constructs

Requires TDSIC plan petitions to include an executive summary with a description of proposed transmission, distribution, and storage system improvements, proposed costs, and justification for the improvements and costs

Mandates public utilities and the Indiana Utility Regulatory Commission (IURC) publish TDSIC plans and annual updates conspicuously on their respective websites

Restricts utilities from recovering the deferred 20% of approved capital expenditures and TDSIC costs until completion of all eligible infrastructure improvements included in the TDSIC plan

Effective July 1, 2026
