Electric and gas utilities prohibited from terminating residential service for home energy assistance applicants during summer months (June 21-September 23) beginning January 1, 2027, in addition to existing winter protections (December 1-March 15)

Electric, gas, and water utilities prohibited from disconnecting any residential customer on Fridays, Saturdays, Sundays, legal holidays, or days when customer service representatives are unavailable

Utilities prohibited from charging deposits, reconnection fees, or similar charges when restoring service to residential customers after disconnection for nonpayment

Utilities under IURC jurisdiction must submit quarterly reports on customer account data including delinquencies, disconnections, payment plans, and uncollectible accounts, with separate reporting required for low-income customers beginning Q3 2026

IURC must amend administrative rules by December 31, 2026, and utilities must file amended tariffs by June 15, 2026 to conform with the new requirements
