Adds wearing a mask (defined as a face covering intended to conceal or disguise identity) as a new aggravating circumstance courts may consider when determining criminal sentences, effective July 1, 2026

Creates the offense of "malicious littering" as a Class A misdemeanor for placing refuse on another person's property with intent to cause the owner, occupant, invitees, or their family members to reasonably fear for their physical safety

Amends existing statutory definitions to extend the definition of "refuse" to apply to both existing criminal mischief provisions and the new malicious littering offense
