Restricts amendments to sex designation on birth certificates to cases involving medically verifiable genetic or physiological disorders of sex development (such as ambiguous external characteristics, chromosomal variations, or both ovarian and testicular tissue) or corrections of previously amended certificates

Mandates public schools, charter schools, and state educational institutions designate multiple occupancy restrooms and changing areas for exclusive use by either male or female sex, with individuals required to use facilities matching their sex; establishes civil action remedies for violations with a two-year statute of limitations

Prohibits schools and state educational institutions from requiring students to share sleeping quarters with members of the opposite sex (unless family members) during school-authorized activities or in on-campus housing; effective date is July 1, 2026
